Inexpensive and addictively simple, these tissue paper pom-poms bring a big, colorful impact to your party decor. Simply stack tissue paper and accordion-fold evenly into 2" or 3" pleats. Cut both ends of the pleated paper into a pointed shape. Fold over a length of wire at the center of the tissue paper and twist it to create a loop. Fan out each half of the paper, gently pulling each sheet to fill out the rounded shape. Add fishing line to the wire loop to hang.
