Cut a 20" strip of crepe paper streamer. Cut petal shapes along the top of the streamer (such as large rounded or pointed petals or fringe). Be sure to leave enough space at the bottom (about 1") so the strip won't tear. Adhere a chenille stem or piece of floral wire at one end of the paper strip. Roll the crepe paper around the wire, fluffing and shaping the petals as you go. Secure the end with floral tape. Arrange the bouquet as you like.
